During a Red Ensign Group Conference, held in May 2013 in the British Virgin Islands, it was announced that the UK Maritime and Coastguard Agency had agreed to grant the Virgin Islands Shipping Registry (VISR) full Category One status. This new status meant that the Virgin Islands Shipping Registry could now register ships of any tonnage and type. This was a significant improvement from the previous situation where the types of ships it could register was limited.

With this new unrestricted classification,the BVI became a full player on a world stage in the Ship Registration industry. The Virgin Islands Shipping Registry has since been steadily taking strides to transform itself into a globally recognized and respected Red Ensign Registry.

However, it must be pointed out that with the passing of the Economic Substance (Companies and Limited Partnerships) Act 2018 in the BVI, shipping is one of the relevant activities which falls within its scope. Persons should be mindful therefore of the need to prove Economic Substance in the BVI unless one or more of the exclusions mentioned below in the definition of Shipping Business applies.
